More than four million people are now entitled to PIP in England and Wales. Of course the genuinely disabled deserve support, but why is the caseload expanding so rapidly? I ask whether Britain is becoming dramatically sicker — or whether an increasingly expansive welfare system is encouraging long-term dependency.
