No, “Black Irish” refers to the Irish people who have BLACK hair, as opposed to red or blond.

My father was Irish and he had black hair . He was known as paddy dhu locally ( county donegal ).
Dhu means black .
Others would be called Ban if they had light hair colouring ( ban means white ) . For example, Mickey Ban .
